The Complainant read an intention to discrimination against people from Chinese origin in a broadcast appealing to such people to come forward with information regarding so-called Chinese Triads. The same complaint was lodged against the broadcasting of a news item regarding the same killings of a Chinese family, which was referred to in the appeal. The inference was drawn by the Complainant that all Chinese people were associated with criminals. From listening to the recordings it is clear that the real intention of the presenter was to gather information on the killing of a Chinese family that might benefit the investigation. No malice was intended in the two broadcasts. The Tribunal also found that there was no promotion of violence based on race or ethnicity and there was no evidence of hate speech. The complaints were dismissed.
