Members of the Appointment Committee
Dr Lotter holds a BA LLB from Rand Afrikaans University (now the University of Johannesburg) and an LLM and LLD from the University of Pretoria. She was a Professor in Criminal Law at Unisa from 1997-2019. Dr Lotter first served as a commissioner of the BCCSA from 2000-2010. She was again appointed as a commissioner in 2017 and reappointed in 2022. She is a member of the Pretoria Society of Advocates.
Mr Makeketa has been a commissioner of the BCCSA since 2008. He obtained his LLM specialising in Jurisprudence (cum laude) and holds Postgraduate Certificates in Advance Media and Broadcasting Law
A Chartered Public Relations Practitioner (CPRP) and an Associate Member of the National Press Club (NPC), Mr. Dludlu has over 16 years of experience in corporate communications. He has worked in various sectors such as the security cluster, legal services, transport, military, and water sectors. Mr. Dludlu holds a BA in Communications from the University of South Africa (Unisa), an Advanced Diploma in Management from the Southern Business School (SBS), a Senior Leadership Development Programme Certificate from the University of Cape Town, and a Certificate in Strategic Management from Unisa.
Prof Ferreira obtained her BLC in 1984 and LLB in 1986 from the University of Pretoria, as well as an LLD in 2009 from the University of South Africa. She is currently an Associate Professor in the Department of Private Law at the University of South Africa, where she has worked since 2001. Prof Ferreira conducts in-depth research and consistently publishes on topics concerning children and children’s rights.
With more than 15 years of experience in media, governance, and digital regulation, Ms. Fuma has been a member of the National Film and Video Foundation Council and chaired its Training & Education Panel. She has provided advisory and evaluation services for the National Arts Council and the Mandela Washington Fellowship, and has served as a Non-Executive Director at Panavision & Panalux for a decade. Her areas of expertise include online harms and AI ethics, supported by an MPhil in Theories of Justice and Inequality. Currently working as a media studies lecturer, former filmmaker, and film festival moderator, Ms. Fuma is dedicated to upholding constitutional values and promoting socially responsible broadcasting.
Adv Makoanyana is an admitted advocate of the High Court of South Africa and a member of the Johannesburg Society of Advocates (Thulamela Chambers). He has a wealth of experience in commercial and corporate law, risk management, banking, civil litigation, and digital strategy. His professional background includes roles in the financial services sector, public governance, digital development, and the legal profession. Adv Makoanyana is a member of the Audit and Risk Committee of the Free State Department of Community Safety, Roads and Transport, and is actively involved in the JSA’s Communications and Social Media Sub-Committee. Additionally, he serves on the Board of the iKamvelihle Development Trust. He holds a BSocSci from the University of Cape Town, an LLB from UNISA, and is currently pursuing an LLM in Human Rights Law.
Ms Mbokwe is a media and communications professional with a Bachelor of Arts in Media and Cultural Studies from the University of KwaZulu-Natal and is currently pursuing an Honours degree in Media and Communication Studies at the University of South Africa. She has experience in journalism, content creation, and media research, having contributed to community-focused publications like SA Positive News and the Kokstad Advertiser, as well as managing digital media and editorial projects. Her work demonstrates a dedication to ethical storytelling, accuracy, and public-interest reporting, and she possesses strong analytical, communication, and time-management skills for principled engagement in broadcasting regulation.
Dr. Meintjies has a background in media and community development, where he has focused on promoting a free media and upholding broadcasting standards in South Africa’s democratic society. He started his career as a journalist at The Natal Witness and later transitioned to roles in development and change management. Despite this shift, he maintained connections to the media industry through various projects with organizations like the Media Development and Diversity Agency and the Institute for the Advancement of Journalism. Additionally, he contributed as a columnist for publications such as the Sunday Times and Mail & Guardian. During the transition period, he served as a councillor for the Independent Broadcasting Authority, facing challenges in the evolving media landscape. Dr. Meintjies holds a Master’s degree from University College London and a doctorate from the University of Pretoria.
Honourable Justice Ponnan is a retired Judge of Appeal of the Supreme Court of Appeal (SCA, 2004–2024). He served as a permanent Judge from 2001 and his judicial expertise spans constitutional, media, administrative and public law, with a strong emphasis on open justice and judicial accountability.
Is a regulatory lawyer turned founder, bringing two decades of legal and policy expertise to the forefront of governance innovation. After a distinguished career with the MultiChoice Group, she founded Neith AI, a startup harnessing artificial intelligence to support better public decision-making across Africa. Her work builds bridges between complex regulatory environments and cutting-edge civic technology, with a focus on greater participation and transparency.
Adv Winks specialises in media, constitutional and international law. He holds an LLB from the University of Johannesburg and an Advanced LLM (International Law) from Leiden University. He has appeared in the Constitutional Court, the Supreme Court of Appeal and various High Courts, in landmark cases concerning freedom of expression, equality, and other human rights. He is actively involved in presenting and publishing in both the media and academia. Additionally, he serves as a sessional lecturer in advanced media law at Wits University. He is a member of the South African Bar Association and practices at Oxford Chambers in Illovo.
