A complaint has been lodged about a promo advertising a film rated 16VL.  The promo was televisionbroadcast during a break in the 19:00 news bulletin, in other words before the watershed.  The Tribunal reiterated that each case should be judged on its own merits and found that the images were so fleeting as to cause no offence. The Tribunal repeated its view that, generally, children do not form part of the audience during news bulletins.  In this case it was found that there had been no contravention of clause 21 of the Broadcasting Code and the complaint was not upheld.
