Carte Blanche program on illegal cottages on the Transkei Wild Coast. Complainant avers that televisionopposing points of view were not fairly presented in the program. Complainant contending that program was one sided and biased in that his views were not aired, despite being interviewed by the producers. Tribunal finding that viewpoints of legal and illegal cottage owners and other interested parties were sufficiently aired.  Tribunal also finding that it cannot prescribe to the producer how to treat the subject of the program.  It is the prerogative of the executive producer to decide on the format, context and focus of the program. Program was found to be sufficiently balanced. No contravention of the Code was found. Complaint was dismissed.
