Carte Blanche, which is broadcast between 19:00 and 20:00 on Sunday evenings by M-Net, a televisionsubscription broadcaster which provides a parental control mechanism for subscribers, included an insert on action which a woman took after her boyfriend stated that he did not have “passion” for her. She took lessons at a strip club and invited the boyfriend to attend a performance by her. Typical strip club activity included, but, except for a glimpse of star-covered female nipples, there was no nudity of breasts or pubic nudity. However, provocative dancing included. Woman deciding to start a training course for other women so as to create more passion in their relationships. 

BCCSA holding that the scenes were not indecent or obscene or offensive in terms of the Broadcasting Code. However, the scenes were directed at adult audiences and included some provocative dancing not suitable for viewing by children under 16. 

M-Net conceded the oversight. In fact, on re-broadcast a 16 -age restriction, which would have led to a block-out for children under 16 in cases where parents have activated the parental mechanism, would have followed. No sanction imposed. M-Net, however, cautioned that if a similar omission were to occur in future, the present decision would be taken into consideration in determining the sanction.
