This is a complaint about the possible damaging effects on teenagers that the film “Happy-go-lucky” might have. The film was shown at 18:00 in the evening with a 16SL advisory. There are no explicit, violent sex scenes and no problematic language in the film. Broadcasters are allowed to broadcast films with a 16 years age limit before the watershed, provided adequate warning is given. The test that the Tribunal applies is that of the reasonable viewer who has an open mind and is not overly sensitive. It is not required of broadcasters to moralize when broadcasting films. This film might have formed the basis for debate between parents and children on morals. No contravention of the Code was found and the complaint is not upheld.
