Complaint about the broadcasting of a song called “Russian Roulette” by the artist Rihanna.  The radioComplainant is concerned about the effect that the song might have on young and impressionable minds.  The Complainant failed to submit the date and time on which she heard the song.  She obtained a schedule of broadcasting from the Respondent and submitted the schedule to the Registrar.  Such action not in compliance with the Rules of the BCCSA because the failure to submit the necessary information does not allow the Tribunal to decide whether the broadcast complained of occurred at a time when children were likely to form part of the audience.  The fact that the song was broadcast more than once on different days does not detract from this rule.  The Tribunal was not in a position to decide the matter and the complaint was therefore not upheld.
