A complaint was received by the Registrar concerning a crude joke told by a presenter of the respondent. The matter was regarded as serious enough to be placed before a Tribunal. The Tribunal had no doubt that the joke told was dirty and crude and must have offended many listeners. The Constitutional Court and this Tribunal has, however, often pointed out that freedom of expression includes the right to convey offensive ideas within reasonable limits. Those limits have not been overstepped. The Tribunal is not convinced that the joke would have been understood by youngsters and it was, in any case, not that direct and explicit. The complaint was not upheld.
