Complaint of hate speech in a programme containing a discussion on land issues in an historical radiocontext. The Tribunal could find no advocacy of hatred and no incitement to cause harm, a requirement for a hate speech finding.  The Tribunal considered the only possible contravention of the Code namely a contravention of paragraph 36.1 where opposing points of view must be fairly presented in a programme where controversial issues of public importance are discussed.  A majority of opinions in the programme were critical of the farmers but sufficient balance in viewpoints was found to be present.  The Tribunal found no contravention of the Code and dismissed the complaint.
