On the 16th November Mr Sparks lodged a complaint with this Commission and the Chair appointed a Tribunal to 
hear the matter and decide whether the Broadcasting Code had been transgressed by the Respondent. The Complaint was based on three clauses of the Code: Clause 2 (which, inter alia, requires balanced news coverage), Clause 3 (fair comment) and Clause 7.2 (reasonable opportunity to reply on matters of public importance where a person was criticized in her or his absence).
