The complaint arises as a result of various radio broadcasts by the SABC on the 22 September 1998 
stating that, “The entire Mpumalanga Parks Board has been sacked and its C.E.O ALAN GRAY has been forced to resign. Environmental Affairs M.E.C FISH MAHLALELA says the Board has been dishonest by hiding information about promissory notes issued to raise funds on the international finance market”.
