News item concerning flogging by alleged rape victim and by members of “a taxi association” of televisionalleged rapists who had been set free on bail. Complaint that broadcaster should not have shown these scenes of flogging and that, by attending the flogging and broadcasting footage thereof, the broadcaster made itself guilty of criminal collusion with the members of the Kangaroo Court. 

Commission held that its function was to determine whether the footage contravened the provisions of the Code and that it did not have jurisdiction to judge the manner in which material is collected. There was also no evidence that the footage was calculated at furthering Kangaroo Court behaviour. Complaint dismissed.
