During 1996 several complaints were received in regard to the screening of the film “Basic Instinct” by 
the SABC and the screening of the film “Natural Born Killers” by M-Net. The Commission decided that these cases would form the basis for a policy statement as to how it would approach its functions once the Films and Publications Act 1996 is fully operative. In a subsequent hearing on “Bugsy” some of the rules were refined.. We shall in any case, refine the rules as new matters come before us.
