Programme focusing on plight of Coloureds and Blacks who had lived on property sold by the Diocese of Bethlehem in the Free State. Complaint that the programme should have included reference to the fact that as early as in 1985 the Diocese launched a project aimed at empowering the labourers of its choice farm to become partners in decision making and owners of the whole operation. Commission holding that since the focus of the programme was on the present problems of the workers who had lived on the land sold by the Church it was not incumbent on the Respondent to deal with the aspect complained of.
