Commission referring to inherent dangers in broadcasting live phone-in programme which invited 
callers to tell “Jewish jokes”. Although the Commission found in the favour of the Respondent in this matter, it expressed substantial doubts as to whether such a programme could be broadcast live and furthermore whether it could be broadcast without and effective screening mechanism.
